Announcing 'Cash for Congress Clunkers'!

Last week, the controversial "Cash for Clunkers" automobile sales program came to an end. 

Clearly, despite a great deal of criticism, it was a big success in generating sales for the struggling automotive industry.  In fact, money for the program ran out early, and Congress had to throw a couple of billion dollars more into the program to keep it going.



Another $4,500 clunker gets put out to pasture...


Of course, the car dealers were understandably upset that the government was taking its sweet time in reimbursing them the $4,500 checks to cover each rebate that the dealers had given out.  But that's good old Uncle Sam, the entity that may soon be handling everyone's health insurance. 

I can't wait -- can you?

'Dollars for Dishwashers'

Now comes a report that a new federal program will soon begin providing rebates to consumers who buy the more efficient "Energy Star"-rated home appliances.  CNBC.com jokingly referred to it as "Dollars for Dishwashers."  There is now some $300 million set aside from the economic stimulus bill to fund this state-run program.

However, one of the main differences between the auto-clunker and the appliance-clunker programs is that consumers don't have to turn in their old appliances in order to buy an Energy Star appliances and qualify for the rebate. 

The rebates should range from $50 to $200 per appliance.  Although individual states have the right to decide which appliances should be included, the Energy Department is hoping that the rebates will primarily be given for air conditioners, water heaters and furnaces.

The idea behind this program is that consumers will buy more-efficient, energy-saving devices to replace their older, "energy-wasting" ones.  However, the percentage of the rebate that buyers will receive on a heating-and-cooling appliance is markedly smaller than the percentage that one could receive in the automobile program. 

Not only that, but buying a new car has much more of an emotional appeal to the average consumer than buying a water heater!

These programs have now stirred me to thought.  Is it possible that we could enact a similar program with our tired old clunker politicians? 

There are plenty of those around who have been costing us billions of dollars, while blowing nothing but hot air for years now.  Very energy-inefficient they are, and undoubtedly adding to global warming as well!

Announcing My 'Cash for Congress Clunkers' Program! 


So today, I am announcing the creation of "Cash for Congress Clunkers." 

Here's how this new program will work:

You trade in all the current congressmen and women who have been scorching the American economy for the last decade or two with wasteful and expensive government pork programs, and replace them with new, efficient ones who will guarantee to save the American taxpayer billions of dollars every year!

Let's do some quick math.  There are roughly 135 million tax returns filed every year.  I think it's safe to say that these "Congressional Clunkers" have already cost us at least $135 billion.  And there's absolutely no sign of them letting up!

One billion is 1,000 million.  So if the American voters trade in enough Congress Clunkers next year for more-efficient models, perhaps it could save each taxpayer at least $1,000. 

Now maybe that's not as good as receiving a rebate, but saving money is a close second to getting money, in my book.

Time for a Trade-in


Fortunately for the taxpayers, some of the "clunkers" have already been replaced, such as that "Bridges to Nowhere" senator, Ted Stevens (R-Alaska). 

Interestingly, it took an indictment by a federal grand jury for failure to report gifts on his Senate financial disclosure forms (charges were later dropped by U.S. Attorney General Eric Holder, citing prosecution misconduct) to inspire the Alaskan voters to finally trade in this 38-year-veteran clunker.

But unfortunately, many more clunkers still remain, both Democrats and Republicans alike:

McCain, Collins, and Snowe... more money-burning 'clunkers'!


And then there's "good ol' boy" Sen. Arlen Specter, who can't quite decide which team he's on.  He was a Republican for many years, but fearing he could lose his seat in 2010 as a Republican, he suddenly decided to switch to the Democratic party.

How's that for true courage, folks?!

But whichever team he chooses, he's still part of the greater body of people who spend taxpayer money like it's the last day on Earth!  This old clunker is a five-term Senate veteran. 

Sure, he can still turn over like an old engine on those cold Pennsylvania winter mornings, but wouldn't it be nice to trade him in next year for a senator who doesn't switch political parties because he's afraid to lose an election?

However, we do need to be careful.  Just because we are trading in one old clunker politician, doesn't automatically mean that the new model is going to be any more efficient in watching over our money.  After all, we just traded in one spend-happy president for a newer version who turned out to be even more of a spendaholic!

Now remember, the deadline for the Congress Clunkers program is Election Day, Nov. 2, 2010.  So even though it's early, now is still a good time to start thinking about trading in your state or local-level clunker.  But be careful to scrutinize the new model you will be receiving, so as not to elect a clone of the old guy!

    how about adding john murtha to your list of congressional clunkers? he has been voted one of the 20 most unethical people in congtress.



    and, how about charles rangle? he's been under investigation forever for tax evasion. i wonder if the irs is pursuing him like they pursue some of my clients.



    and isn't it strange that he suddenly found 750,000. of cash that he left off his financial statement. where did he get that kind of cash if not from ripping us off for years and years.



    how about getting on my bandwagon imposing term limits on all politicos, just like on the president.



    and also fight for a balanced budget amendment to stop this wasteful spending.



    and lastly, make congress people and senators subject to the same health care and pension benefits we are subject to.



    these people have lost touch with reality. they think they are better than all of us. the truth is they aren't. they are just BIG CROOKS.

    Ca is home to one of the biggest clunkers that needs to go and that is Barbara Boxer and most of the legislature that has turned this once great state, the bread basket of the nation, reduced a once blooming farming economy to dust, all to save the minnow. Feinsten, Pelosi should follow - enough of the self enrichment, hypocrisy, arrogance.

    This is very interesting of how many people commented on this article and the diverse responses. It appears you hit a serious nerve in US politics/policy with your humor.



    One thing that strikes me from many of the responses are those who do not seem to understand that they are already paying for indigent health care with their tax dollars, only we are doing a very poor job while wasting lives and money.



    An example just from the workers comp. health aspect alone: In Ca, the Governator came to power under the platform of reducing costs for industry in an effort to increase the tax base of Ca. They instituted workers comp "reform" measures. Basically, what they did was bring in an medical trade org with a long history of being in service to industry to write the guidelines that physicians must adhere to before they treat injured workers. Alot of legitimately needed treatments were then denied. http://www.ncbi.nlm.nih.gov/pubmed/18085054



    Under SB899, these guidelines became the law of the land in Ca. Mandatory. Physicians must follow if they want to get paid.



    The Governator was backed by all - the Ca Chamber of Commerce, the Republicans and the Democrats - with this brain child of a idea. Industry loved it as they thought it was saving them unnecessary costs and was good for the economy.



    But here is what then happened to Ca:



    From 2004-2007, workers comp insurers generated record profits in the billions thru their government sanctioned ability to deny financial responsibility for workplace injury. But the injured workers who the insurers were able to ignore had to go somewhere for help in order to survive. They ended up on State Insurance Disability Programs.



    Ca State Disability is now in the hole something like 10 billion and anticipate to climb to $17 billion by the end of 2010. That accounts for roughly one-third of how much Ca is in the hole, as I understand it.



    So, while trying to help business be more profitable in an effort to increase the tax base for the good of the citizens thru workers comp insurance "reform", all they really accomplished was to shift the cost burden from the insurers onto the state. And who pays the taxes to support the state? Private citizens and private businesses.



    In other words, we have to do SOMETHING about the cost of healthcare in this country because we are already paying for it and it is breaking the back of our economy.



    The question is: What do we do? The goofballs on both sides of the isle that got us into the mess are the ones we are being asked to trust to get us out of it.

    I started my "Cash for Congress Clunkers" program in 2006. I voted against incumbents in 2006 and 2008 and will do so again in 2010 at both the Federal and State level. It will take several elections of voting out incumbents for them to get the message that they work for us and that their performance is well below what is expected.

    OK, this is a web-site dedicated to investing and some readers do not appreciate a political article. However, most everyone's financial situation, and that of their descendants, has been altered detrimentally by the actions of Congress over the past several decades but particularly now. It IS time, if we are to recover financially as individuals and as a nation, to be very aware of Washington D.C.'s actions especially those of Congress. Intelligent investors such as readers of The Tycoon Report must be in the forefront of demanding that those we elect best represent their constituencies, NOT their own agendas for reelection and the longevity of their well-paid jobs and perks. We as investors have long been ill-served by current Congressional members who pander to their contributors rather than what is best to have a thriving economy and investment climate.

    My thought....How about trading in your new car for a clunker? My 1955 Packard gets great mileage, its all metal and its not consuming some ridiculous amount of the earths resources to make a battery to power the new so called greener car.

    And yes when it is put out to pasture it will rust back into the earth as it once was! The new car will just sit in a pile of plastic and toxic substances, oh yes did I mention that the olp Packard was all made in the United States of AMERICA by American workers.....Hmmmmmmmm!!!

    Ethan, Right on!!!! What would be even better would be if we stopped the need for the program Term limits would do it. Unfortunately the current clunkers won't vote to make themselves former clunkers
