My guess is October.

Right now, we still have to deal with the credit shakeout. Chances are, other sectors like Alt-A, perhaps even prime mortgages will be affected. Then there is credit card debt, student loans, car loans etc. If people are struggling to keep their home, they won't care about these other things, which will lead to significant write downs in the banking sector. July and August are Wall Street holiday months, September is booked with picking up the slack, so October would be the time when things get better. Hopefully by then the BRIC markets will find their independence from us, and start moving up again.
